The EDC project "the Magnet Center" also provided adult course work for unemployed loggers and fishermen to retrain in the marine trades and learn important work skills such as welding, refrigeration, and construction skills. In l995 the Foundation performed an important function by helping provide financial support for a community-wide effort to expand local access to higher education and degree prorams. From l993-95 a group of 30 key local decision makers identified the need to expand local access to univeristy training. They worked with the Washington Higher Education Board to complete a community assessment and interviews with local employers.

In l998 the Washington State Legislature successfully funded a state-wide pilot for community access to life long learning and degree programs through distance education and technology. This "High Tech-High Touch" approach ws the first initative in the state and later resulted in the funding of eleven WSU Learning Centers around the State. Since 2000 the Foundation has provided a critical local non profit incubator and support organization for local education programs such as Clemente, the Women's Outdoor Program and youth entrepreneur programs in Brinnon and Quilcene. In 2005 the Foundation members met with other community leaders and supported the initiation of a new Jefferson Community Foundation in Port Townsend dedicated to community philantrophy and long term .

During 2006 the Community EDUCATION Foundation continued to provide support to community organizations dedicated to life long learning, education, and community service. At the end of 2006 the financial records and coordination was moved from the Jefferson County EDC to WSU Jefferson County Extension.

In 1999, The Jefferson Clemente Course in the Humanities became an affiliate of the JCEF and over the past decade has been the main focus of the Foundation’s work. In November of 2010, the Board of Directors voted to change the name of the Foundation to the Jefferson Clemente Foundation, and appropriate notification was submitted to the Washington Secretary of state and the IRS.
